Our History
Background Information: Neighborhood Partnership Housing Services, Inc. received its tax exempt 501(c)(3) status in 1991 under its original name Neighborhood Partnership of Montclair, Inc. The organization’s original mission was to revitalize very low to moderate income neighborhoods in Montclair, primarily through home improvement lending, neighborhood projects and resident leadership.
In 1994, the organization expanded its services to include homebuyer education and financial assistance, as well as expanding its geographic service area . In 1997, Neighborhood Partnership began offering its Family Fund for HomeOwnership down payment assistance program for first time, very low to moderate income homebuyers.
In 1999, the organization opened the NPHS NeighborWorks® HomeOwnership Center, an objective one-stop shop with qualified and highly trained bilingual, bicultural staff to assist its customer base.
In July, 2002, the organization took the dramatic step of changing its name to Neighborhood Partnership Housing Services, Inc. (NPHS) – both to reflect its founding history in the NeighborWorks® Network and to let the communities in San Bernardino, Los Angeles, and Riverside Counties understand that NPHS is here to help them as well.
Organizational Goals: Annual goals have focused on achieving the mission primarily through the delivery of affordable loan products related to homeownership, acquisition and rehabilitation, neighborhood revitalization events, an extensive pre and post purchase education program (including default and home maintenance counseling), and resident leadership activities.
Accomplishments to Date: NPHS has assisted more than 900 homeowners improve their homes to a safe, livable condition (eliminating many health and safety issues); assisted more than 1,400 families achieve their dream of homeownership; educated more than 7,000 families in pre and post homeownership education issues (financial literacy, homebuyer education, post purchase counseling, default/foreclosure prevention, home maintenance, and, insurance education); conducted more than 80 neighborhood events; and purchased, rehabilitated and sold to first time buyers 12 distressed, vacant, single family properties. In addition, NPHS has assisted more than 450 low income senior homeowners with minor home repair grants.
NPHS has been successful in administering internal and external down payment assistance programs having received capital funding and investments from both financial institutions and foundations, and from Federal, State, and City government entities. NPHS services loans internally and has maintained a 0% delinquency rate attributed to the extremely effective pre and post purchase education NPHS requires from all loan assistance participants. In 2007, NPHS was recognized as a top producing NeighborWorks organization having ranked 5th in production amongst 240 NeighborWorks Organizations across the United States and 2nd in the Pacific District. Also in 2007, NPHS received the organization status of “Exemplary” from NeighborWorks America, which is the highest ranking possible as established by their internal audit department.
